Help for state, local, and tribal governments to make MAS buys
Eligibility
Our Multiple Award Schedule is open to:
- State and local governments defined at 40 U.S.C. 502(c)(3), including educational institutions such as public schools, colleges and universities.
- The government of the District of Columbia.
- Territorial governments.
- Tribal governments and organizations.
- Mixed ownership government corporations as identified in 31 U.S.C. § 9101.
- Qualified nonprofit agencies for the blind or other severely handicapped individuals, as defined in 41 U.S.C. § 8501.
- Contractors and subcontractors authorized under FAR Subpart 51.1.
- Other eligible users.

Things to keep in mind
Make sure you understand and comply with your state or local regulations and competitive procedures.
If you are using grant money, you must also follow the granting agency’s regulations and procedures.
You are responsible for making sure only authorized representatives place orders.
Contractors can decline an order within five days after receipt and credit card orders within 24 hours.

Cooperative purchasing program
Scope
You can purchase IT and security and law enforcement products and services.

Ordering procedures
Include the MAS contract number on the order to confirm your intent to buy through the cooperative purchasing program.
Mandatory order language
You must include the following language on your order or request for quote:
This order or RFQ is placed under the Cooperative Purchasing program. Include your GSA MAS contract number on your quote.

Disaster purchasing
Scope
You can place orders or establish blanket purchase agreements with MAS contractors when the purchases:
- Facilitate disaster preparation, response, or recovery for used to facilitate recovery from FEMA-declared disasters .
- Facilitate disaster preparedness or response.
- Facilitate recovery from terrorism or nuclear, biological, chemical, or radiological attack.

Mandatory order language
You must include the following language on all disaster purchasing program orders:
This order is placed under GSA MAS number [insert number here] under the authority of the GSA disaster purchasing program. This order is to be used to facilitate disaster preparedness or response, recovery from a major disaster declared by the President under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.), or recovery from terrorism, nuclear, biological, chemical, or radiological attack.

Public Health Emergencies program
Scope
When the Secretary of Health and Human Services declares a PHE, you can place orders or establish blanket purchase agreements to respond to a public health emergency. You must use federal grant funds for these orders.
Mandatory order language
You must include the following language on all PHE orders:
This order is placed under GSA MAS number [insert number here]. This order expends federal grant funds in response to a public health emergency declared by the Secretary of Health and Human Services under Section 319 of the Public Health Services Act. Specifically this order is to support response to [insert the name of the PHE declaration].

1122 program
Scope
States and units of local government, as defined in 10 U.S.C. 281(d), can purchase equipment suitable for counter-drug, homeland security, and emergency response activities. Contact your state-designated 1122 program representative for more info or help with placing orders.
Ordering procedures
We recommend that you follow Scheduling ordering procedures, but it’s not required.
Mandatory order language
You must include the following language on all 1122 program orders:
This order is placed pursuant to the 1122 program, in support of counter-drug, homeland security, or emergency response activities for the State of [insert the name of the state], under the authority of [insert the state point of contact name].
