Building Maintenance and Operations strategic sourcing solution is a comprehensive and flexible solution covering all high-demand BMO services. It is an open market, multiple-award, indefinite delivery, indefinite quantity, governmentwide contract vehicle supporting the strategic sourcing initiative to reduce costs and drive efficient purchasing by federal agencies.
BMO received a best-in-class designation by meeting five rigorous category management performance criteria as defined by Office of Management and Budget guidance.
There are both unrestricted and small business set aside programs available in the BMO vehicle to allow for large and small business participation. The BMO Small Business has additional socio-economic categories to help agencies meet their goals.
The BMO vehicle is a 10-year contract with one 5-year base and one 5-year option at the parent contract level. Agencies seeking longer than a 5-year task order must request a deviation from their own agency. BMO allows for the following contract types at the task-order level:

The scope of BMO and BMO SB spans many areas of expertise and includes the primary services required to provide a total solution to maintain and operate federal buildings and assets. Both BMO and BMO SB set up setup to allow agencies the flexibility of purchasing services all inclusive or individually.

BMO uses 131 standardized labor categories which allows customers to make “apple-to-apples” comparisons when reviewing offers. Learn more about standard labor categories [XLSX - 183 KB].
The BMO solution will used a zonal approach, creating reasonably sized regions in which small businesses can realistically compete and operate in order to promote small business participation. The below map depicts the current phases and zones of BMO. Currently awarded are Phase I/Zone 1 and Phase II/Zones 2-6.
Zone 1 Currently awarded. Included states are Delaware, Maryland, New Jersey, New York, Pennsylvania, Virginia, West Virginia, and Washington DC.
Zone 2 Small business currently awarded. Included states are Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont.
Zone 3 Small business currently awarded. Included states are Florida, Georgia, North Carolina, and South Carolina.
Zone 4 Small business currently awarded. Included states are Oklahoma and Texas.
Zone 5 Small business currently awarded. Included states are California and Nevada.
Zone 6 Small business currently awarded. Included states are Illinois, Iowa, Kansas, Missouri, and Nebraska.

Rates for Alaska, Hawaii, and U.S. territories and possessions are set by the Department of Defense.
Rates for foreign countries are set by the Department of State.
Rates are available between 10/1/2022 and 09/30/2025.
The End Date of your trip can not occur before the Start Date.
Traveler reimbursement is based on the location of the work activities and not the accommodations, unless lodging is not available at the work activity, then the agency may authorize the rate where lodging is obtained.
Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely surrounded by, the corporate limits of the key city, including independent entities located within those boundaries."
Per diem localities with county definitions shall include"all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.
