Identify Commissioning Team

The first step in the commissioning process is for the GSA Project Manager (PM) to identify and define the composition of the Commissioning Team. The exact size and members of the commissioning team will vary depending on project type, size, and complexity; however in general, the team will consist of:

  • GSA PM (Team Leader)
  • GSA Operating Personnel
  • Customer Agency Representative(s)
  • GSA Technical Experts (i.e. Structural, Mechanical, Electrical, Fire Protection, Elevator, Seismic, LEED/Sustainability, etc.)
  • Architect/Engineer (A/E)
  • Construction Manager (CM)
  • Commissioning Agent (CxA)
  • Construction Contractor and Subcontractors

The Commissioning Team collaborates cohesively to assure that all of the steps in the commissioning process are completed and the facility objectives are met. The Commissioning Roles and Responsibilities Matrix on the following pages is a summary interpretation of the individual roles of team members. The Project Planning Tools’ Commissioning Tool offers an expanded Roles and Responsibilities Matrix to address project delivery/commissioning tasks, all of which can be edited to suit unique project requirements.

Completion of a project specific roles and responsibilities matrix will help the GSA PM develop the A/E, CM and CxA contract scope for commissioning, notwithstanding the likelihood that key team members for these roles will not be on board at this stage of the project. This initial roles and responsibilities matrix will be updated and confirmed during the design and construction stages once these team members are contracted.
