Past Award Winners
The 2010 Travel and Relocation Excellence Award
The third honor, and most recent, acknowledges Department of Defense for travel and Department of State for relocation as set forth below.
- Department of Defense, Defense Travel Management Office, for their work in establishing Travel Explorer (TraX). TraX, an innovative web based tool, provides a one stop worldwide service center for travel education, issue resolution, and general information. Key components are a Ticket Management System, Knowledge Management Tool, and Traveler Training. TraX success is measured by usage, training, and self-help. TraX is designed for the Department of Defense but can easily be replicated for other agencies.
- Department of State, Bureau of Human Resources, Office of the Executive Director, for accomplishing a Permanent Change of Station (PCS) Lodging Program. The PCS Lodging Program provides housing for Foreign Service employees traveling to the Washington, DC area on permanent change of station orders. Monthly procurement billing is paid by State. No travel forms are required. This impacts approximately 7,800 employees annually with savings to the government at $500,000. Estimated savings collectively are over $3.5 million annually in employees’ out-of-pocket expenses. The program supports ease of simple email exchange and can be duplicated where there is a critical mass of sufficient room nights in a given area.
The 2008 Travel and Relocation Innovation Award
The second winner is the U.S. Environmental Protection Agency’s Employee Relocation Resource Center, Cincinnati Finance Center team. In the span of less than 18 months, EPA went from having a highly inefficient, replete-with-horror-stories, permanent change of station process to a leader in the federal government. The small, dedicated team succeeded in taking the basic concept of transforming EPA e-relocation into a model for the rest of the government. The team set out to create for EPA what it was advocating as the standard for all federal agencies, an electronic-based relocation travel management service capable of minimizing agency costs, maximizing operational efficiencies, and effectively managing resources through standardization of the agency’s relocation program. EPA brought the one-stop-shop concept to the attention of GSA’s Executive Relocation Steering Committee.
Significant benefits and environmental impacts were realized in paper consumption reduction, radon research and real estate, agency program efficiency, reduced FTE and administrative burden, and reduced transportation and storage costs.
The 2006 Travel and Relocation Innovation Award
The first biennial 2006 Travel and Relocation Innovation Award winners were announced and honored at GSA's National Travel Forum held in Los Angeles, California, June 2006. The U.S. Department of Homeland Security's Customs and Border Protection (CBP) was recognized as a team for its Voluntary Relocation Pilot (VRP) Program. The VRP, approved by GSA under the Pilot Test Program section of the Federal Travel Regulation, enabled CBP to pay a simple reduced relocation lump sum to Border Patrol Agents who were interested in voluntarily relocating to a different border station. Since its 2004 inception, 435 agents had relocated at an average cost of $16,888 per move. This represented significant cost savings from the historical average of $72,000 per move. Relocations under VRP were accomplished with $23.9M in reduced relocation costs, and administrative burden was dramatically reduced with considerable man-hour savings.
Additionally, Honorable Mention was awarded to the Department of Interior's National Park Service Midwest Region's Regional Travel and Housing Manager, located in Omaha, Nebraska. The manager was instrumental in establishing centralized, web-based travel and relocation programs that have proven a higher level of customer service with cost savings and quick turnarounds.
