Prouty Addresses GSA Capital Construction Conference

As prepared for delivery

Remarks By
Paul Prouty
Acting Administrator
U.S. General Services Administration
GSA Capital Construction Conference
San Francisco, California
April 13, 2009

Hello GSA!

I am honored to be here.  This is quite a different time than the last time this group was assembled.  We've moved from discussions about no available capital with a backlog extending to 2022, to a time when we have an abundance of capital.  Our ship has come in.  We are looking at planning and managing exciting projects.  This work will benefit our buildings, where we can make the necessary investments to modernize and green our buildings; it will benefit our customers, facilitating their mission delivery; and it will benefit our country, by putting people back to work.   We also have a healthy dose of concern, given the magnitude.  We need to stay focused and deliver our projects.  The country expects and needs wonderful results.

In preparing for testimony I gave recently on the Hill regarding the American Recovery and Reinvestment Act and GSA's action to date, we were lamenting that we only got $5.5 billion.  Then we saw the list - Wow!

So what is everyone thinking now?  How great is this!

  • We can invigorate our portfolio.
  • We can stimulate long term growth in energy efficient technologies, alternative energy solutions and green buildings.
  • We can drive that industry.

We can make things better for:

  • Our Employees;
  • Our Customers;
  • Our Business;
  • Our Government, and;
  • Our Country.

This is the day we've been hoping for -- and it's happening on our watch.

At the same time, let's be a little pragmatic, this is a huge responsibility:

  • It is an enormous workload;
  • The transparency requirements are daunting;
  • It also comes with an incredible sense of urgency, and;
  • We have a new word we use, introduced by this administration -- it is Velocity.

So now is the time to act.  It is time for us to distinguish ourselves.  This conference is a critical component of our preparation and positioning.  We need you to learn and share your thoughts.  We need to hear your voice.

President Obama has said:  "Change will not come if we wait for some other person or some other time.  We are the ones we've been waiting for.  We are the change we seek."

We can do this because of who we are and what we do.  We are GSA!
