HHS Lease Consolidation Environmental Assessment

GSA is proposing the lease consolidation of the U.S. Department of Health and Human Services (HHS) offices in suburban Maryland. An Environmental Assessment (EA) was prepared in accordance with Section 102 of the National Environmental Policy Act (NEPA).  NEPA requires a federal agency to provide the public with an opportunity to participate in the process of analyzing the impacts of federal actions on the human environment. 

The EA analyzed the impacts that could result from the proposed action and its alternatives.  A Draft EA was made available for a 30-day public comment and review period that ended on October 25, 2010.  Comments received during this period are responded to in the Final EA.

The Final EA evaluates a no action alternative and five action alternatives.  The action alternatives considered consolidating four of HHS's current leased locations in suburban Maryland into one of the following locations to improve functional efficiency:

  • One Largo Town Center: located at the northwest corner of Lottsford Road and Arena Drive, Largo, MD
  • University Town Center: located at the northwest corner of Toledo Road and Belcrest Road, Hyattsville, MD
  • New Carrollton Metro Station: located approximately at 4915 Ellin Road, Hyattsville, MD
  • King Farm: located at the southwest corner of King Farm Boulevard and Piccard Drive, Gaithersburg, MD
  • Parklawn Building: located at 5600 Fishers Lane, Rockville, MD

The impacts of each of these alternatives on the natural and man-made environment are analyzed in the Final EA.  It was determined that a Finding of No Significant Impact (FONSI) was appropriate for the proposed action.  

The Parklawn Building site was selected as the location for the lease consolidation of the HHS offices in suburban Maryland.

 

Environmental Assessment Conclusion

A Finding of No Significant Impact (FONSI) was finalized on April 25, 2011.  No information was received or came to light during the public review period leading to a contrary finding and an Environmental Impact Statement will not be prepared.

 

Action Selected for Implementation

GSA selected the Parklawn Building site because it provides the best value to the Government as evaluated in accordance with the Solicitation for Offers and Source Selection Plan specific to this procurement action.
