The purpose of this event is to give local area federal agencies an opportunity to dispose of their unneeded, inoperable electronic assets. This disposal event will be free of charge to those who participate and will ensure assets are disposed of in an environmentally friendly fashion. We will partner with a disposal vendor who has agreed to pay the GSA Surplus Sales program for accumulations of federal electronic assets. Participants will receive certification that their property was disposed of in accordance with EPA regulations.
The previous E-Waste event resulted in one trailer load of property being disposed of by the Federal Prison Industry’s UNICOR Recycling program. The ultimate purpose of this event is to raise awareness of the Personal Property Program’s available recycling opportunities, reduce the amount of property being sent to the landfill, and to ensure federal electronic assets are being disposed of in accordance with federal regulations.
On October 5, 2009, President Obama signed Executive Order (E.O.) 13514, “Federal Leadership in Environmental, Energy, and Economic Performance”, to “create a clean energy economy that will increase the nation’s prosperity, promote energy security, protect the interests of taxpayers, and safeguard the health of our environment.” In order to accomplish these goals, the E.O. stated that the Federal Government must lead by example and take a leadership position with respect to disposing of electronic assets in a sustainable manner.
To fulfill the requirements of the E.O., an Interagency Task Force on Electronics Stewardship was formed; co-chaired by the White House Council on Environmental Quality, the Environmental Protection Agency, and the General Services Administration (GSA). On July 20, 2011, the task force issued its report, “National Strategy for Electronic Stewardship”, which provided recommendations to Federal agencies on meeting the objectives of E.O. 13514 for the acquisition, reuse, and disposal of Federal Electronic Assets (FEA).
GSA was tasked with developing guidance and policy for the disposal of the government’s electronic waste. On February 29th, GSA issued a Bulletin to launch the Federal government’s e-waste initiative to drive changes in how the government disposes of its electronic assets through responsible reuse and recycling.
The Bulletin: (1) Prohibits Federal agencies from disposing of electronic waste in landfills or by incineration; (2) Defines the universe of electronic items; (3) Encourages maximum use of electronics within the Federal government and with state/local donation customers to minimize the waste stream; (4) Steers agencies to sell only functional assets to the public; (5) Requires agencies to dispose of non-functional electronic assets only to certified recyclers or refurbishes; (6) Enhances the reporting process so that the Federal government and our citizens know where our electronics are being disposed of in a timely manner; and (7) Encourages down-stream recipients of our property to dispose of the electronics through a certified recycler.
This E-Waste event will ensure compliance with the above guidance. It will also enlist the services of a certified recycler who will ensure proper disposal and remit payment to the government for the property collected.
