Financial Management Systems Framework

The Chief Financial Officers Act assigns responsibilities for planning, developing, maintaining, and integrating financial management systems within federal agencies. As depicted on the Financial Management Systems Framework chart below, GSA currently maintains a core accounting system, Pegasys; E-Payroll applications; portions of its legacy core accounting system, National Electronic and Accounting Reporting (NEAR); and general support systems which operate on a variety of hosting platforms to support various feeder applications. In FY 2012, GSA continued its progress in financial systems modernization and improvement in support of this financial management systems framework. To achieve its strategic goals GSA will continue efforts to:

  • Retire NEAR by transferring billing and accounts receivable and other remaining functionality to Pegasys;
  • Implement subsequent phases of the Common Government-wide Accounting Classification structure; and
  • Streamline, consolidate, and modernize financially-oriented general support systems. These strategies support GSA financial management system goals of reducing financial system operating and maintenance costs, and enhancing compliance and IT security controls.

Financial Management System Framework

The current financial management system framework consists of General Support Systems, Housing Platforms, Feeder Applications, and Support Applications (Configuration Management). The framework also includes Accounts Receivable/Billing and FAIM (Inventory Control) under NEAR; General Ledger, Planning, Budget Execution, Travel Accounting, Lease Management, Fixed Assets, Accounts Payable, Automated Disbursements, Purchasing/Credit Card, Project Cost Accounting, Cost Allocation, System for Award Management, and External Reports (SF 224, 1099) under Pegasys; Payroll Functions, Labor Data Collection/Distribution, and Electronic Time & Attendance under E-Payroll. In the future, the framework will consist of General Support Systems, Housing Platforms, Feeder Applications, Support Applications, and Server Virtualization/Consolidation. NEAR will be retired. Pegasys will have General Ledger, Planning, Budget Execution, Travel Accounting, Lease Management, Fixed Assets, Accounts Payable, Automated Disbursements, Purchasing/Credit Card, Project Cost Accounting, Cost Allocation, System for Award Management, External Reports (SF 224, 1099), Billing and Accounts Receivable (BAAR), and Pegasys Reporting (BIRT). E-Payroll will have Payroll Functions, Labor Data Collection/Distribution, Electronic Time & Attendance , and Business Objects Reporting Enhanced ETAMS (508 Compliance/Automated Workflow) HR Line of Business (compensation Management).
