NEPA /Public Engagement
The National Environmental Policy Act (NEPA) requires federal agencies to consider the impacts that a proposed action may have on the human environment as part of their decision making process. For the FBI Headquarters Consolidation, GSA has determined that the preparation of an Environmental Impact Statement (EIS) is appropriate. The Federal Bureau of Investigation (FBI) will fulfill their NEPA responsibilities as a cooperating agency for the FBI Headquarters Consolidation EIS.
Read the Notice of Intent to prepare an EIS, which explains the purpose and need of the FBI Headquarters Consolidation.
GSA will now begin collecting data and preparing the Draft EIS. The EIS will look at a variety of issues including but not limited to transportation, climate change, water resources, earth resources, land use, air quality, noise, socioeconomics, and biological resources.
Public participation is the cornerstone of the NEPA process, and throughout the development of the EIS, the public will be provided a number of opportunities to participate.
Draft EIS release: Spring 2015.
Scoping ended on October 23, 2014 with approximately 80 public and agency comments received. Alternatives will be developed and refined as a Draft Environmental Impact Statement (DEIS) is prepared. The DEIS is scheduled for release and public comment in Spring 2015.
Public Scoping Meeting
GSA held open-house style public scoping meetings on September 22 and 23 and October 1 and 2, 2014. Those meetings were held in Springfield, VA; Greenbelt, MD, Washington, DC; and Landover, MD respectively.
