Chapter 4. Considerations When Choosing a Social Media Product
The choice to use a social media tool should be carefully considered. Think about the target audience and what the ultimate goal of the GSA organization is, and then choose a tool that is suitable to accomplish that goal.
The decision should be made by a person with authority within the service or staff office. If the desired tool is not listed on Apps.gov as having a GSA-signed terms of service agreement, contract, or other agreement authorizing its use, work with the appropriate contracting office, the Office of General Counsel, or the Center for New Media and Citizen Engagement to get the appropriate clearance for GSA to it.
Avoid accepting the standard "click-through" user agreement on most websites, as they contain provisions that the federal government cannot legally accept.
The Office of Management and Budget memorandum M-05-04 advises when information must be on a dot-gov, dot-mil, or fed.us website. Check out examples of how others at GSA are using social media.
The internal Social Media Center has specific guidance.
