GSA Administrator Testifies before Congress Reasserts Commitment to Improved Acquisition Process

The General Services Administration (GSA) is committed to improving the federal acquisition process and its workforce, Administrator Stephen Perry testified today at a hearing before the House Subcommittee on Technology and Procurement Policy, Committee on Government Reform.

Mr. Perry testified about the Services Acquisition Reform Act (SARA) H.R.3832, introduced by Rep. Thomas M. Davis of Virginia, subcommittee chairman.

"We commend Chairman Davis for his leadership role in proposing additional acquisition reforms," Mr. Perry said after the hearing. "We are eager to continue our work with the subcommittee to find ways to make significant improvement in the current federal acquisition process The federal government spends more than $200 billion a year on goods and services to serve the public. Its acquisition process and regulations must continue to focus on efficiency, effectiveness and accountability."

GSA supports a number of measures in SARA, including the government-industry exchange program, the acquisition workforce recruitment and retention pilot program and the requirement that GSA establish a workforce fund for interagency training purposes.

"This last provision shows a strong commitment to improving the knowledge and skills of the acquisition workforce in particular and the total federal workforce in general," Mr. Perry told the subcommittee. "GSA supports development of well-trained acquisition workforce. The proposal's additional management tools would signal the importance of maintaining a well-managed, integrated, agency-wide acquisition plan."
