Leslie Shepherd to Become GSA's Next Chief Architect

Washington, DC – General Services Administration (GSA) officials today announced the appointment of Leslie Shepherd, AIA, as GSA’s next Chief Architect, effective November 26, 2006.

A licensed architect and a member of the American Institute of Architects, Mr. Shepherd’s career with GSA spans 18 years beginning in the San Francisco office where he managed both major modernization and new construction projects.  In 1996, he relocated to GSA’s Central Office in Washington, D.C., assuming responsibility for the National Federal Buildings and Modernizations Program, and served as Deputy Chief Architect.  

“Les’ experience and vision will contribute toward accomplishing GSA’s mission to provide federal agencies with high-quality work environments and buildings that enhance the economic and social value of our communities by commissioning the best architects and artists in the nation,” said GSA Administrator Lurita Doan.

As Chief Architect, Mr. Shepherd will serve as a Senior Advisor to Administrator Doan as well as David Winstead, Commissioner of GSA’s Public Buildings Service, for federal architecture design policy for GSA’s capital construction program. Additionally, Mr. Shepherd’s role will include administering GSA’s Design Excellence program for all new construction and major repair projects as well as art-in-architecture commissions.  GSA’s current design and construction work in progress is valued at approximately $12 billion dollars.

“As Chief Architect, Les will ensure federal workplaces represent design quality and demonstrate fiscal responsibility by delivering quality projects on time and within budget,” said David L. Winstead, Commissioner of Public Buildings.

Prior to joining GSA, Mr. Shepherd ran his own design firm in Albuquerque, NM.  He earned his professional degree in architecture from Texas Tech University in 1983.
