Project Cost Estimating Requirements - January 2007 (P-120)

Our publication, P-120 Project Estimating Requirements [PDF - 7.99 MB], supplements the document "Facilities Standards for the Public Buildings Service" (PBS) and supports building construction programs of the U.S. General Services Administration (GSA). It provides administrative instructions and technical criteria for the cost-estimating and cost-management tasks required during a project’s planning and execution stages, and defines cost-estimating practices and standards for professional services.

The requirements of the P-120 apply to programming, design, construction management, and other professional-services activities that involve cost-estimating and cost-management tasks whether contracted for with the private sector or accomplished by GSA employees.
