Senior Federal Travel Reporting Tool (SFTR)
What is the SFTR Reporting Tool?
The SFTR is an on-line reporting tool designed to assist agencies and departments in reporting their senior Federal travelers’ use of government aircraft for official business. This tool was designed in partnership with the Department of Energy’s, Idaho National Laboratories.
Who must use the SFTR Tool?
- All agencies where their senior Federal officials travel on government aircraft.
- Only users and reviewers chosen by their agencies and trained by GSA can access the SFTR Tool website.
Why report on Senior Federal Travelers use of Government-owned Aircraft?
Agency reporting on its senior Federal travelers ensures that government aircraft are used only in support of the Departments’ and Agencies’ missions and not as a substitute for commercial airline travel. A set of laws and regulations set as business rules define the circumstances under which a senior Federal official may travel on government aircraft.
What authorities establish and implement the SFTR?
The Office of Management and Budget’s (OMB) Circular A-126, “Improving the Management and Use of Government Aircraft” establishes the management and control of government aircraft and establishes the foundation for implementation through the Federal Travel Regulation (FTR). Regulations regarding travel on government aircraft can be located at 41 CFR 300-3; 301-10.260/266; 301-70.800/808, and 301-70.900/910.
How do we report Senior Federal Travel?
Agencies must report semi-annually to the General Services Administration (GSA) information about Senior Federal officials and non-Federal travelers who fly aboard their aircraft. The reporting periods are October 1 through March 31 and April 1 through September 30 of each fiscal year. A report is due to GSA not later than 30 calendar days after the close of each reporting period and must contain the following information:
Note to §301-70.907: You are not required to report classified trips; however, you must maintain information on classified trips for two years. Most of the information required by paragraphs (a) through (g) of this section can be found on the traveler’s travel authorization. Agencies aircraft management office must provide the information about crewmembers and qualified non-crewmembers required by paragraph (b) as well as the information required by paragraph (h).
Submitting negative reports:
Agencies must submit either data or a negative report to GSA each reporting cycle. Negative reports can be submitted in the tool under two circumstances:
- If your agency has reported senior Federal travel previously, but does not have any current data to report; or
- If your agency never authorizes senior Federal travel as a matter of agency policy or do not own any government aircraft.
