Telecommunications Expense Management Services (TEMS)
The TEMS FSSI IDIQ contracts expired on July 10th, 2013. Existing agency users of the program may continue to use this contract through April 10, 2014. All awarded TEMS FSSI contractors, and other TEMS providers, are available to provide this service and additional services via the Schedule 70 program (SIN 132 51, SIN 132 52, and SIN 132 53) as listed below. The GSA Managed Mobility Program will continue to promote TEMS as as a best practice for managing mobile assets.
TEMS programs help you reduce wireless costs without changing your service plans. TEMS helps you optimize rate plans, identify inventory and billing errors, eliminate unused lines, improve security controls and monitor spending.
Type of contract: Multiple award, indefinite delivery, indefinite quantity (IDIQ). Ceiling: $93 million. Type of task order: Fixed price
Period of performance: Two-year base, three one-year options. Expires July 10, 2013. Task orders may extend nine months beyond this expiration date.

The Department of Homeland Security achieved a 245 percent return on investment (ROI)
U.S. Customs and Border Protection (CBP) in the Department of Homeland Security (DHS) awarded a small business industry partner on TEMS a project to consolidate buying and management for 16,000 wireless lines. The industry partner currently manages over 21,000 wireless lines for CBP.
After 36 months, the TEMS provider has produced more than $6.9M in savings and reduced the monthly average cost per unit for service plans from approximately $70 to $48.
