New GSA Chief Plans to Dispose of Historic Courthouse in Downtown Los Angeles

WASHINGTON, DC – Today, U.S. General Services Administration Acting Administrator Dan Tangherlini reaffirmed GSA’s commitment to moving forward with the construction of the new Los Angeles Courthouse, expected to be completed in 2016, and announced a new plan for the old courthouse located at 312 North Spring Street.

Acting Administrator Tangherlini has instructed GSA to pursue a partnership with a private-sector developer, where GSA would exchange the historic North Spring Street courthouse in downtown Los Angeles for the construction of a new, highly efficient federal building on the downtown campus of the new Los Angeles courthouse.  Building this new federal office is contingent on finding a private sector partner for the exchange. The proposed plan will be open to an extensive public process.

Construction of a new federal building would allow GSA to consolidate thousands of federal employees on a central campus, stimulate the downtown economy and eliminate costly leased space throughout the city -- saving taxpayers more than $10 million per year in lease costs. This exchange also has the potential to save the government $250 million in renovation costs that the old courthouse needs.

“This plan would save millions in tax dollars and ensure the North Spring Street courthouse does not become another excess property on the government’s books,” said Dan Tangherlini, Acting Administrator, U.S. General Services Administration. “We’re proposing to dispose of an unneeded asset by transferring the old courthouse to a private sector partner; in return taxpayers will get a new energy efficient federal building to accompany the new courthouse project.  This in turn will allow GSA to cut back on leased space in Los Angeles.  All in all, this plan would contribute to the ongoing revitalization of the downtown area.”
