 Background

The president has issued two directives in the last two years calling for improved safeguarding of national security information through insider threat programs at federal agencies that access classified information.

Executive Order 13587 requires agencies to implement an insider threat detection and prevention program consistent with guidance and standards developed by the National Insider Threat Task Force (NITTF).

Presidential Memorandum “National Insider Threat Policy and Minimum Standards for Executive Branch Insider Threat Programs” explains the National Insider Threat Policy and Minimum Standards for Executive Branch Insider Threat Programs (Minimum Standards). It provides direction and guidance to help develop effective insider threat programs within departments and agencies to deter, detect, and mitigate actions by employees who may represent a threat to national security.
