Washington, DC -- The U.S. General Services Administration has issued the third award in its Access Certificates for Electronic Services (ACES) procurement to provide secure online transactions between the federal government and American citizens.

GSA's Federal Technology Service (FTS), Office of Information Security, has selected AT&T for the third award of the ACES contract. AT&T joins Digital Signature Trust Company of Salt Lake City, Utah, and Operational Research Consultants, Inc. of Chesapeake, Virginia, as providers of public key infrastructure (PKI) services under this multiple award schedule contract. AT&T will be partnering with Verisign, Inc. to deliver services under the contract.

The ACES contract will provide a common public key infrastructure for enabling the American public electronic access to privacy related U.S. Government information and services. Based on public key technology, ACES will provide identification, authentication, and non-repudiation via the use of digital signature technology as a means for individuals and business entities to be authenticated when accessing, retrieving, and submitting information in communications with the government.

"The American people want easy electronic access to government information. They can only do this if we make sure their privacy is protected. The ACES Program will help achieve that goal," said David Barram, GSA Administrator. "By offering a governmentwide solution, this initiative allows the Government to present a common face to the public promoting convenience and user friendliness."

GSA/FTS is continuing to work with the remaining offerors and expects to have additional awards on this multiple award schedule contract within the next few weeks.

Additional information concerning ACES is available at or by calling Judith Spencer of GSA's ACES program office at (202) 708-5600.
