Washington, DC – Electronic Data Systems (EDS) landed the contract with the U.S. General Services Administration (GSA) to roll out the IT infrastructure necessary to provide identity credentials for entities participating in the Homeland Security Presidential Directive 12 (HSPD-12) initiative, the agency announced today.

GSA's HSPD-12 Shared Services Provider II contract, worth an estimated $66M, will establish the information technology to provide end-to-end compliant ID credentials and will cover about 42 participating government agencies, boards and commissions.

“This award further enhances GSA’s ability to provide critical national security systems while reducing the overall costs to the government and taxpayers,” said GSA Administrator Lurita Doan. “I am proud that we have established a means to help our customers comply with this important Presidential mandate.”

“Providing a robust technical security solution with an emphasis on customer service and service delivery is a key milestone in implementing HSPD-12,” GSA’s Federal Acquisition Service Commissioner Jim Williams said. “The Federal Acquisition Service is committed to providing solutions to complex identity management challenges and is leading the way toward implementing HSPD-12.”

“GSA has been aggressively working to meet all HSPD-12 deadlines, keeping this important project on track and on time,” said Karen Evans, Administrator, E-Government and Information Technology, Office of Management and Budget (OMB).  “I want to congratulate them on their hard work and efforts to provide the best solutions at the best value. This is another important step in the right direction for the security of our facilities and our employees.”

In addition to providing end-to-end HSPD-12 solutions and establishing a nationwide infrastructure to enroll and issue credentials, EDS will provide an information technology infrastructure that maintains identity accounts. The contract award, a Schedule 70 task order with a 17-month base period plus three option years, provides for up to 1.5 million identity accounts and credentials to be issued. These new, secure identity credentials will be issued to federal government employees and contractors to access IT systems.
