Washington, DC – The U.S. General Services Administration (GSA) Administrator Lurita Doan has delivered on many of the promises outlined in the vision she set forth upon assuming office on May 31, 2006.  These include obtaining a clean financial audit, improving emergency response capacity and increasing federal contracting opportunities for small business.

Each year, GSA manages approximately $56 billion worth of contracting dollars in providing its government customers with goods and services ranging from property management and historic property preservation to eGov travel solutions to vehicle purchasing. Major achievements during the past year include:

Contracting announcements and awards that focus on fiscal discipline, best value for taxpayers and removal of barriers for small businesses:

  • Alliant and Alliant Small Business:  GSA announced requests for proposals (RFPs) for these two governmentwide acquisition contracts (GWACs), valued at $65 billion over 10 years, in September 2006.
  • Veterans Technology Services (VETS): This GWAC, announced in February 2000, which has a potential value of $5 billion, is a small business set-aside contract for service-disabled veteran-owned (SDVO) small technology firms and presents a new way for federal agencies to achieve small business goals.
  • GITGO: The 8(a) STARS GWAC consolidates all contracts that currently provide support for general purpose desktop computing, networking, messaging and mobile/remote access services.  The first task order, valued at over $200 million, was made against GITGO in March 2007 to a SDVO company.
  • Multiple Award Schedule (MAS) Express: This specialized program simplifies, streamlines and ultimately accelerates the process for vendors to obtain MAS contracts.  GSA’s goal was to achieve 30 day contract awards for eligible vendors instead of the average 120 days it currently takes.  Launched in January 2007, this program made its first award in February 2007 and did so in 12 days.
  • NETWORX: This program, announced in the first half of 2007, provides comprehensive, best-value telecommunications and networking services and technical solutions to all federal agencies and will serve as the primary replacement for the expiring FTS2001 and FTS2001 Crossover contracts and federal wireless contracts.  It has a potential value of $68 billion.
  • Homeland Security Presidential Directive (HSPD)-12: GSA's HSPD-12 Shared Services Provider II contract, awarded in April 2007 and  worth an estimated $66 million, will establish the information technology to provide end-to-end compliant ID credentials and will cover 42 participating government agencies, boards and commissions.
  • Lines of Business: As supported in President Bush’s 2008 budget, GSA will serve as the managing partner of the effort to establish a government-wide process for performance measurement of the following three technology areas: Desktop/Seat Management and Support, Data Centers and Data Networks/Telecommunications.   In the near future GSA will solicit proposals for metrics, data collection and data analysis for this government-wide performance measurement process.

Receipt of numerous awards and accolades:

  • President’s Management Agenda (PMA): GSA was one of only eight federal agencies to receive a rating of yellow or higher in each category of the PMA scorecard for the final quarter of FY 2006.
  • American Institute of Architects (AIA) Award: AIA recognized GSA as a recipient of the 2007 Institute Honors for Collaborative Achievement in May 2007.
  • Ranking among Top Federal Workplaces: GSA ranked among the top 10 federal workplaces in three of four broad categories in the FY 2006 Federal Human Capital Survey.
  • Official Government Portal Recognition: Federal Computer Week honored FirstGov (now USA.gov,) the U.S. government’s official search engine, with the prestigious Pioneer Award, which recognizes innovative use of technology in a government program, in July 2006. Brown University’s 7th annual report on state and federal E-Government in the United States named the site the top-ranked federal Website.
  • Association of Government Accountants (AGA) Award: GSA received AGA’s FY 2006 Certificate of Excellence in Accountability Reporting Award in recognition for GSA’s achievement of a clean audit opinion and dedication to sound and transparent accounting practices.

Execution of special initiatives:

  • Commitment to Disaster Management: GSA established an Office of Emergency Response and Recovery in November 2006 and GSA worked with the U.S. Department of Homeland Security and other federal agencies to enable state and local governments to use federal disaster relief and recovery contracts normally only available to federal agencies. 
  • Successful Reorganization of the Federal Acquisition Service (FAS): In April 2007, GSA received final clearance to establish FAS.  The new FAS will provide improved customer service and focus, better support for the PMA, greater business flexibility for acquisition solutions, enhanced financial management and accountability, increased efficiencies, greater standardization and innovation within FAS and with GSA’s industry partners and greater career opportunities for GSA employees.
  • Leadership on Green Initiatives: GSA reduced energy consumption of its inventory by 4.7 percent in FY 2006 and provides leadership to meet the goal of President Bush’s January Executive Order 13423 and the Energy Policy Act of 2005 by providing green products and services to its customers.  GSA provides alternative fuel vehicles, uses wind, solar and other innovative renewable energy sources in its buildings and leads the development of alternative workplace arrangements. 
  • Renaming of Official Government Portal: In January 2007, GSA renamed the official government web portal of the United States USA.gov and the Spanish language version gobiernoUSA.gov.

Administrator Doan said, “Of the many accomplishments GSA witnessed during the past year, I am particularly proud GSA has achieved a clean audit, high ratings on the President’s Management Agenda and ranked in the top 10 work environments in the U.S. federal government.”
