THIS TRAINING IS FOR GOVERNMENT CONTRACTING STAFF ONLY (CONTRACTING OFFICERS/SPECIALISTS, GOVERNMENT PROCUREMENT OFFICIALS) OF NAVSUP Fleet Logistics Center 
 
By attending you will:
Obtain a comprehensive overview of the One Acquisition Solution for Integrated Services (OASIS) SB contracting vehicle
Obtain Delegation of Procurement (DPA) for issuing orders against OASIS SB (if you hold a Government Contracting Warrant)
Earn 2 Continuous Learning Points (CLPs)
 
This information-packed training will provide a descriptive overview of OASIS SB and also discuss the following:
Authority to Award, Administer, and Modify Task Orders
Options for Accessing OASIS contracts
Ordering Process
 
The core disciplines of the contract include program management services, management consulting services, logistics services, engineering services, scientific services, and financial services.
 
The benefits of OASIS SB include:
Provide support for Commercial and Non-Commercial requirements, which means any contract type may be utilized.
Provide a single platform across the Federal Government for acquisition of complex professional services with consistent terms and pricing
Allow maximum flexibility at the task order level
Are easy to use
Provide maximum support to Federal agencies
Maximize Small Business utilization
 
Complex Requirements may include:
Requirements that contain multiple disciplines;
Requirements that contain significant IT components but are not IT requirements in & of themselves;
Requirements that contain Other Direct Costs (ODCs);
Requirements that need flexibility of contract type (such as cost-reimbursement or a hybrid of contract types); and
Any one or combination of all of the above.
 
To issue orders, you must have a DPA
Issued by GSA after completing mandatory OASIS training
DPAs are issued to individuals, not agencies at large
DPAs are not re-delegable and non-transferrable
Agency CO issued a DPA is designated as an Ordering Contracting Officer (OCO)
Only OCOs award, administer, and modify orders

DIrections and Entry to Aberdeen Proving Ground: 
 
APG may be entered through the Route 715 Gate or the Route 22 Gate.  However, visitors who do not possess official US Government identification must enter via the Visitor Center at the Route 715 Gate (Maryland Ave).   A photo identification, vehicle registration, and insurance card are required at the Visitor Center to obtain a Visitor Badge.
 
Note:  There is no requirement to have government stickers on your vehicle.  
 
Directions to Building 6001 via the Route 715 Gate (Maryland Blvd Gate)
 
From the South 
Take I-95 North to exit 80 (Riverside/Churchville); 
Follow MD 543 South for about 1.2 miles to US 40 East; 
Take US 40 East towards Aberdeen; 
Exit onto MD 715 and proceed to the APG Visitor Center on right. 
 
From the North 
Take I-95 South to exit 80, Route 543, (Riverside/Churchville); 
At top of ramp turn left onto MD 543 South. Drive approximately 1.2 miles to US 40 East; 
Take exit onto US 40 East; 
Exit onto MD 715 and proceed to APG Visitor Center on right. 
 
From Baltimore-Washington Intl. Airport (BWI): 
Follow Airport Exit signs, and take I-195 W. 
Take the MD-295/ BALTIMORE WASHINGTON PKWY NORTH exit. 
Merge onto MD-295N. 
Take the I-895/HARBOR TUNNEL THRWY exit. Merge onto HARBOR TUNNEL TRWY. HARBOR TUNNEL TRWY becomes I-95 N (Portions toll). 
Take I-95 North to exit 80 (Riverside/Churchville); 
Follow MD 543 South for about 1.2 miles to US 40 East; 
Take US 40 East towards Aberdeen; 
Exit onto MD 715 and proceed to the 715/Maryland Avenue Gate. 
 
Directions to Building 6001
Drive through 715 Gate onto Maryland Ave.
At 3rd  light, make a right onto Darlington Road
Go straight thru next stop light (intersection of Boothby Hill) to stop sign and turn left
Building 6001 is the huge new building you see on the right
You can park in any parking space not specifically marked
