Bureau of Reclamation Bennett Federal Building Total Workplace Case Study

 

In 2014, Region 8’s Mountain Plain Service Center will be completing an Annex for the Moss Courthouse in Salt Lake City, Utah.  The Mountain Plains federal team had discussed the need for a backfill plan for two of the existing federal buildings in Salt Lake City that would be impacted by this.

In late January 2012, the Mountain Plains Service Center was given $1.2 million of FY12 BA54 that was programmed for another project.   The anticipated six month housing plan immediately became a three month project to create a housing plan for the three buildings in the Salt Lake City area. The project required the team to identify tenants, determine requirements, design and reach agreements with agencies for the Bennett Federal Building.

As the anchor tenant, Bureau of Reclamation (BOR) was the cornerstone to this project’s success.  To consolidate, BOR would allow the U.S. Department of Agriculture (USDA) to move from leased space and backfill 110,000 square feet within the Bennett Federal Building.  The project team developed blocking and stacking plans for all three federal buildings, along with cost estimates and financial implications for each possible scenario. The project team met with BOR to review the proposal on February 27, 2012.  BOR was very interested and expressed that they would like to proceed but advised that they were unable to fund any TIs.  In March of 2012, a complete financial analysis was presented to BOR with all three scenarios; special requirements and space plans were developed and approved by April 2012.

Interior Designer Shelley Baxter prepared numerous versions of conceptual space plans as this project evolved, including alternative workstation sizes and arrangements.  Asset Manager Silas Campbell prepared the financial analyses for BOR on these options including payback periods, estimated rent and cost savings.  BOR was thoroughly impressed and found a way to provide funding to move forward with their preferred scenario.  Project Manager Loreen Sullivan sent out and received a signed OA and RWA for the majority of the TI by April 24, 2012.

With the help of the project team, space designer and mobile operations team, BOR reduced their space by 20%, achieved the utilization rate of 180 square feet per person, and agreed to further explore mobility options.  

BOR has set aside space to test mobility workstations in their current layout and established a champion team to facilitate the future exploration of alternative work styles and office environments.  In addition to upgrading the Bennett Federal Building, tenants will have an improved circulation pattern, increasing the efficiency on the floor and reducing the building circulation factor.

On August 31, 2012, the $1.7 million source selection design build contract was awarded to meet our service center’s BA54 funding commitment.
