GSA Takes New Approach to Helping Government Save on Office Supplies

Washington, DC - The General Services Administration (GSA) today announced 21 awards for the third generation Federal Strategic Sourcing Initiative for Office Supplies (FSSI OS3).  Twenty of the 21 businesses awarded an OS3 contract are small businesses, with the potential for additional awards pending further review.  OS3 will save money for the federal government and increase efficiencies by providing everyday supplies like pens, paper, and printing items from a list of vendors with negotiated low prices. OS3 is expected to provide more than $90 million in annual savings and drive a substantial percentage of office supply purchase to small businesses.

“The OS3 program is another positive step forward for GSA and federal agencies that rely on GSA’s solutions to get the best value for their procurement dollars. With increasingly constrained budgets and resources across government, GSA’s mission to provide common-sense, good for government, purchasing solutions has never been more important. GSA is leveraging the government’s buying power while helping customer agencies make good use of purchasing data, procurement dollars and good business sense in meeting their missions. Programs such as these will help save taxpayer dollars and drive necessary spending on these type of products to our small business partners, making a real positive impact on agency budgets and improving the bottom line for selected small businesses.”

OS3 Key Facts and Benefits:

  • Lowers administrative costs through a streamlined acquisition process and simplified contractual terms
  • Ensures compliance with applicable regulations to include the AbilityOne Program, green purchasing requirements, and the Trade Agreement Act and helps agencies meet green acquisition and socioeconomic procurement goals
  • Fosters markets for green technologies and environmentally preferable products
  • Simplifies purchasing data collection, enhances transparency and helps agencies manage expenditures and measure cost-savings
  • Makes buying easier with standardized product descriptions for more efficient comparison shopping as well as point-of-sale compliance for automatic FSSI discounts for purchase card users
  • Provides further price decreases as the collective OS3 purchases grow across the federal government

Great News for Small Businesses:
This initiative builds upon the success of OS2, which generated more than $370 million in savings and achieved a small business utilization rate of 75 percent. OS3 is expected to increase the volume of spend going to small businesses including service disabled veteran owned small businesses (SDVOSB), a HUBzone business, and a consortium of 58 small businesses. This strategy is estimated to result in more than $9 in every $10 spent going to small business. GSA is also providing ongoing opportunities for additional small businesses to be awarded an OS3 contract through an open season on-ramping process.
