GSA’s governmentwide ridesharing/ride-hail solution modernizes travel by enabling on demand and concierge transportation for federal employees, all from the palm of their hands. Rides are available in the top 50 US travel markets with the option to book green vehicles in many of those markets. Federal employees can earn rebates by signing up for auto billing to their GSA SmartPay® travel card, or employees can bill to an agency’s Centrally Billed Account. Services under this BPA are available through Lyft and Uber.
All federal employees, including both DOD and civilian, on official TDY or local travel can sign up for a Business Profile once authorized by your organization.

The Department of Energy replaced their shuttle bus service with GSA’s Rideshare program in May 2023. This will result in an estimated 90% savings for the agency.

Supplementation
GSA launched a pilot program to help supplement the need for Fleet vehicles in June 2023. The program was launched in 3 regions, and has expanded to 4 more.
Reporting
Rideshare makes it easier for agencies to report Transportation Network Companies expenses as required by the Modernizing Government Travel Act.
Supports TRIP reporting for Transportation Network Companies and Innovative Mobility Technology Companies by providing monthly and quarterly aggregate data on number of rides and spend.
Agency administrators have insight into employee activations, rides by markets, and service quality.
Emissions reporting is available through the Agency Dashboard.
Security and safety

Drivers undergo a multi-step safety screening including background checks.
Lyft has an emergency in-app help button accessible to both drivers and passengers including a 24/7 critical response line.
Uber has an in-app audio recording feature enabling drivers and riders to record audio to help encourage safe, comfortable interactions.

Coverage is available in the Top 50 US markets. The cities marked with a leaf icon are participating in either Uber’s “EV Live” or Lyft’s “Green Mode”, which enables riders to choose a ride with a driver using a hybrid or electric vehicle.
Traveler reimbursement is based on the location of the work activities and not the accommodations,
unless lodging is not available at the work activity, then the agency may authorize the rate where
lodging is obtained.
Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely
surrounded by, the corporate limits of the key city, including independent entities located within
those boundaries."
Per diem localities with county definitions shall include"all locations within, or entirely
surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties,
including independent entities located within the boundaries of the key city and the listed counties
(unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is
located partially within more than one city or county boundary, the applicable per diem rate for the
entire installation or facility is the higher of the rates which apply to the cities and / or counties,
even though part(s) of such activities may be located outside the defined per diem locality.
