Cloud Computing and Cloud-Related IT Professional Services (SIN 518210C) centralizes and streamlines access to compliant cloud computing and cloud-specific professional labor.
This total solution approach allows agencies to buy cloud instances and the associated labor for migration, integration, and management services. When mission requirements exceed the NIST cloud definition, agencies can utilize a multi-SIN approach. The RFQ should list SIN 518210C as the primary vehicle but may include complementary SINs to deliver a seamless and comprehensive solution.
Benefits of the Cloud SIN include:
- Commercial cloud services, including FedRAMP certified cloud services.
- Direct access to cloud service providers and resellers.
- Special ordering procedures for requirements task orders that support consumption based ordering and invoicing. You can view the clause for requirements task orders in the IT Category attachment of the MAS Solicitation.
- Pre-negotiated commercial cloud pricing.
Available commercial cloud offerings have undergone a technical review against NIST SP 800-145 standards and meet the five essential characteristics of cloud computing: on-demand self-service, broad network access, resource pooling, rapid elasticity, and measured service. Note: SaaS offerings are exempt from the NIST “on-demand self-service” characteristic because they do not require unilateral customer provisioning without human interaction.
Scope
Commercial Cloud Services include:
- Infrastructure as a Service — Computing resources like virtual servers, storage, and networking (e.g., bare-metal as a service, data center as a service, disaster recovery).
- Platform as a Service — Tools and platforms for application deployment, such as database as a service or backend as a service.
- Software as a Service — Ready-to-use cloud applications, including office productivity, Customer Relationship Management, and video conferencing tools. SaaS can include access to cloud-based artificial intelligence/machine learning tools as well as large language models, and AI chatbots.
Cloud-Related IT Professional Services include specialized labor categories for:
- Strategic planning — Rapidly execute readiness assessments, governance frameworks, and multi-cloud strategy development.
- Modernization and migration — Implement and/or manage single, hybrid or multi-cloud architectures.
- Cloud native software development — Labor categories for the development and maintenance of software deployed and executing in a cloud environment.

Sell through MAS
Cloud service providers who have a cloud service offering used by the federal government should review FedRAMP certification requirements.
Current contract holders can submit a modification to add a SIN in the eOffer/eMod portal. If you’re new to MAS, follow the MAS Roadmap guidance for preparing and sending an offer.
