As part of the Governmentwide Strategic Solutions (GSS) for Desktops and Laptops Initiative, GSA offers online purchasing tools for federal agencies to purchase standard desktop and laptop configurations through IT Schedule 70.

GSA Advantage -  GSS for Desktops and Laptops Special Program Page

Products meeting the minimum specification are identified on GSA Advantage with a GSS Icon GSS icon.

Search for available products by selecting the GSS icon in the special programs section of GSA Advantage. The GSS for Desktops and Laptops landing page displays the current configurations for desktops and laptops. Select the “View Products” button underneath a configuration to see what available products meet that specific configuration.

Choose GSS desktop and laptop standard configuration options and accessories by selecting the “Options/Accessories” link on the left side of the product page. Once you’ve selected the products you wish to buy, add them to your cart, and check out, or push to the eBuy RFQ platform to compete your requirements.

GSA AdvantageSelect

You can browse fully pre-competed desktop and laptop products for immediate purchase with no further competition required via GSA AdvantageSelect. Under the GSS initiative, GSA will provide this pre-competed option for GSS desktop and laptop purchasing for all configurations.

Solicit Quotes

GSA eBuy

Use eBuy to get quotes for your GSS desktop and laptop products. First, identify the products you want on GSA Advantage -  GSS Special Program Page. Add the items and quantities to your cart. When you’re done, send the requirement to eBuy from the checkout screen.

You can also submit an RFQ using the GSS name and specification configured with the GSS standard options to meet your needs. Submit using the eBuy RFQ tool.

GSA Reverse Auction

Use GSA’s Reverse Auction to efficiently and cheaply buy non-complex commodities and simple services. It drives down the total cost of acquisitions and increases savings to customers and taxpayers.

To use this platform, log into GSA’s Reverse Auctions, build your auction using the standard configurations, and submit to Multiple Award Schedule (MAS) SIN 132-8.

All ordering is in accordance with Federal Acquisition Regulation (FAR) Part 8.4, except when purchasing through AdvantageSelect where FAR Part 8.4 has already been satisfied.

1. Place the order directly with contractors listed above or any GSA Schedule contractor that can meet requirements.
2. Orders should be distributed among various contractors.

1. Request quotations from at least three GSA vendors.
2. Evaluate, and then make a “Best Value” determination, and order.

1. Prepare a Request For Quote (RFQ)
a. Post it on eBuy to afford all Schedule contractors the opportunity to respond; or
b. Provide the RFQ to as many vendors as practicable to reasonably ensure at least three quotes are received.
2. Seek price reductions from vendors.
3. Evaluate all responses and place the order vendor that represents the best value (refer to FAR 8.405-2(d)).

Workstations Category Team (WCT)

The Office of Management and Budget (OMB) established the Workstations Category Team (WCT), a consortium of over 20 agencies, to develop a framework and strategy for addressing multiple interagency vehicles in the IT workstation space (laptops, desktops, etc.) to manage the spend, reduce cost, and increase value through applying strategic sourcing principles. The result was the Governmentwide Strategic Solutions (GSS) for Desktops and Laptops.
