GSA Awards Design Contract for Seattle Federal Plaza Sustainability Project

Funded by the Inflation Reduction Act as part of President Biden’s Investing in America Agenda

TACOMA, Wash. – The U.S. General Services Administration (GSA) announced a $3 million contract award to Leo A Daly + NBBJ, a joint venture, for preconstruction design and construction management services for the Henry M. Jackson Federal Building plaza and paving repairs project in downtown Seattle.

With funding from the Inflation Reduction Act as part of President Biden’s investing in America agenda, GSA plans to replace the waterproofing under the plaza to repair leaks. GSA also plans to replace the plaza bricks with a low-embodied carbon alternative. Leo A Daly + NBBJ will provide design and engineering services to determine the best way to complete the project and provide cost estimation services. Construction is anticipated to begin in Fall 2026, with completion scheduled for Summer 2028.

“The Henry M. Jackson Federal Building is a cornerstone of Seattle’s downtown community,” said Sukhee Kang, Northwest/Arctic Regional Administrator. “With this Inflation Reduction Act funding, GSA is able to reinvest in the future of the facility and use more sustainable materials.”

The Seattle project is one of more than 150 low-embodied carbon projects that GSA announced on November 6, 2023.

The Inflation Reduction Act includes $3.4 billion for GSA to build, modernize and maintain more sustainable and cost-efficient high-performance facilities. This IRA funding includes $2.15 billion specifically for low-embodied carbon construction materials. GSA’s IRA projects will implement new technologies and accelerate GSA’s efforts toward achieving a net-zero emissions federal building portfolio by 2045. Through these investments, GSA estimates a total greenhouse gas emissions reduction of 2.3 million metric tons, the same amount that 500,000 gasoline-powered passenger vehicles produce each year.
