GSA Announces Planned Sale of Reserve on Malcolm

Former U.S. Army Reserve Center in Westminster, Md. available for sale through GSA Auctions

PHILADELPHIA — Today, the U.S. General Services Administration (GSA) announced its plan to sell “The Reserve on Malcolm,” a former U. S. Army Reserve Center, 404 Malcolm Drive, Westminster, Md. in Carroll County. The property offers 3.81 acres improved with 15,578 gross square feet in two buildings with ample parking. This is in an ideal location near Carroll Hospital. The property is situated between two prominent thoroughfares, Malcolm Drive and 140 Village Road.

In 2015, the government conveyed the subject property to the Commissioners of Carroll County for law enforcement purposes. The conveyance was subject to Section 203 (k) of the Federal Property and Administrative Services Act of 1949, as amended (the “Act”). Under the provisions of the Act, the use of the property was restricted for certain law enforcement purposes as outlined in the deed. The government retained a reversionary interest in the property.

Carroll County had a change of mission. In lieu of the government exercising its right to revert title, the government has elected to market and competitively sell the property on behalf of the county for the benefit of the government.

The property has been rebranded as “The Reserve on Malcolm” and is being offered via an online auction. The sale opens on October 5, 2020, with a starting bid of $950,000.00. GSA’s Office of Property Utilization and Disposal will manage the sale process.
