CHICAGO – The U.S. General Services Administration released the Final Environmental Impact Statement (FEIS), to address the future of three buildings at 202, 214, and 220 S. State Street in downtown Chicago. These properties are adjacent to the Dirksen U.S. Courthouse and reside in the Loop Retail Historic District listed in the National Register of Historic Places.

The FEIS analyzed the potential environmental and cultural impacts to address the future of these properties. GSA considered two action alternatives (Demolition and Viable Adaptive Reuse) and a No Action Alternative.

GSA selected Viable Adaptive Reuse as the Preferred Alternative. GSA will issue a Request for Lease Proposals to seek a reuse that satisfies the security needs of the Dirksen Courthouse.

GSA will issue a Record of Decision in September 2024, which will conclude the National Environmental Policy Act process and initiate the outlease strategy.

The FEIS notice is in the Federal Register and is available on GSA’s website.

Public comments on the FEIS are due by September 3, 2024, and should be directed to:

  • Email: statestreet@gsa.gov. Please include ‘Final EIS Publication’ in the subject line of the message.
  • Mail: ATTN: Joseph Mulligan, U.S. General Services Administration, 230 S. Dearborn St., Suite 3600, Chicago, IL 60604

Additional information on this project can be found online on the GSA’s website.
