Heartland Region capitalizes on key small business contract awards

KANSAS CITY, Mo. – Two recent contract awards in the Heartland Region illustrated GSA’s focus on putting “small business first.”

Regional Public Buildings Service contracting staff awarded an operations and maintenance services contract to a service-disabled veteran-owned small business and a competitive task order contract for construction work on a deteriorating curtain wall to a qualified small business based in St. Louis, Missouri.

“What made (the O&M) procurement unique is that we were able to obtain such a great value. Compared to previously paid prices for the same services, we were able to lower the operations and maintenance costs by over $200,000 per year at the Dole U.S. Courthouse and Social Security Administration Federal Building alone,” said Terrance Cowley, contracting officer. “We also were able to achieve savings for the agency-owned equipment portion of the contract (NARA caves).”

Cowley estimated total cost savings for taxpayers of over $1.1 million in the next five years, when compared to previously paid prices.

The procurement team adjusted its customary approach and placed equal weight on the technical proposal and pricing proposal in their evaluation. “We also inserted into our solicitation an approximate budget range to guide prospective vendors to submit a technical solution that fell within our allotted budget,” Cowley said.

The set-aside for SDVOSBs resulted in eight proposals, and the source selection evaluation board selected OTS-IEI JV, based in Belton, Missouri.

For the construction services award, a team effort kept the procurement on time and on budget.

“Because of unforeseen conditions, it was necessary for three contracting officers to come together to solicit, negotiate and award (the Phase Two) project,” said Maria Doedtman, contracting officer.

The contracting team competed it using a small business set-aside approach, which included evaluation of proposals from seven qualified small businesses.

“With the experience of JE Novack, the award team is looking forward to a successful project for the government and taxpayer,” Doedtman said.

“These are just two outcomes from the many great people in the Heartland Region’s Acquisition Management Division who work hard every day to ensure our facilities have good contractors at a fair cost to taxpayers,” Cowley said.
