GSA announces first OASIS+ award decisions

New best-in-class services contract awards expand small business opportunities

WASHINGTON — Today, the U.S. General Services Administration (GSA) announced the first set of awards for the new One Acquisition Solution for Integrated Services Plus (OASIS+) contract program. Building off the success of its predecessor contract OASIS, the OASIS+ contract program consists of competitively awarded, multiple-award indefinite-delivery indefinite-quantity (MA-IDIQ) multi-agency contracts (MACs) including five socioeconomic set-aside contracts and one unrestricted contract:

  • Small Business (SB)
  • HUBZone (HZ) SB
  • Service-Disabled Veteran-Owned SB (SDVOSB)
  • Women-Owned SB (WOSB)
  • 8(a) 
  • Unrestricted (UR)

The first contract to be awarded in the program is OASIS+ Small Business.

“We’re focused on increasing small business participation in government contracting and OASIS+ is helping to make this goal a reality,” said Federal Acquisition Service Acting Commissioner Tom Howder

OASIS+ Small Business is an example of GSA’s commitment to small business participation in federal contracting. In FY23, over $26 billion was awarded to small businesses who participate on GSA’s government wide contracts.

“The OASIS+ contract program has been designated a best-in-class (BIC) contract program by the Office of Management and Budget and, over the next ten years, will offer federal agencies access to highly qualified contractors for their complex non-IT service requirements,” said Assistant Commissioner of the GSA’s Office of Professional Services and Human Capital Categories and Federal Category Manager for Professional Services Tiffany T. Hixson

Additional contract awards for the OASIS+ contract program will be announced in the coming months, and solicitations to submit proposals are expected to reopen in 2025. 

The OASIS+ Small Business Set Aside contract awards are posted on SAM.gov.

About OASIS+ Small Business 

OASIS+ Small Business is one of six contracts in the OASIS+ contract program. The contract is organized by domains, which are functional groupings of services that include multiple North American Industry Classification System (NAICS) codes. The contract was competitively awarded, and each awardee was evaluated against objective technical requirements, for fair and reasonable pricing, for their business responsibility, and small business size standard compliance for each domain’s NAICS code(s).
