GSA announces new Commissioners, TTS Director, and General Counsel
WASHINGTON — Today, the U.S. General Services Administration (GSA) announced the appointment of Michael Peters as Commissioner of the Public Buildings Service, Josh Gruenbaum as Commissioner of the Federal Acquisition Service, Thomas Shedd as Deputy FAS Commissioner/Director of Technology Transformation Services, and Russell McGranahan as General Counsel.
Michael Peters, PBS Commissioner
Michael Peters had an extensive career in investment banking, followed by over a decade as Chief Operating Partner of KOS Services — which delivered dental services to underserved communities throughout the United States. His responsibilities included managing the company’s portfolio of leased and owned real estate assets, and the development of new locations. More recently, Commissioner Peters served as Vice President of Corporate Strategy for Honeywell International, Inc.
“PBS will play a substantial role in realizing the Trump-Vance Administration’s objectives by executing against its mission to provide and manage cost-effective workspace solutions for its federal agency customers, enabling them to fulfill their missions for the American taxpayers,” Peters said. “PBS will ensure the federal government’s real estate footprint is managed with the utmost discipline and strategic rigor.”
Josh Gruenbaum, FAS Commissioner
With experience at leading firms KKR & Co. and Moelis & Co., Josh Gruenbaum has specialized in complex restructurings, mergers and acquisitions, corporate turnarounds, governance, and investing. Commissioner Gruenbaum has served on numerous boards across various industries, demonstrating a deep understanding of organizational strategy and governance. With this robust background, he brings a disciplined and strategic perspective to FAS that will enhance its operations and mission.

Thomas Shedd, FAS Deputy Commissioner, Director of Technology Transformation Services
Thomas Shedd, a mechanical engineer by trade, has spent his career in Silicon Valley, including the last eight years at Tesla building software that operates vehicle and battery factories. His professional passion is finding opportunities for software to solve big problems with solutions that hold up long term. He cares deeply about understanding the whole of a problem, especially if it is one that when solved will help the business grow and thrive into the future.
“It’s already clear to me that we have a unique team, with staff that have deep experience in government and others with great experience from the private sector,” Shedd said. “If we work together and execute well, we will be able to leverage our technical expertise and be a critical part of accelerating technology adoption across agencies to enable rapid gains in efficiency. This is essential to enable the mission of GSA, and accomplish the goals of this new Administration.”
Russell McGranahan, General Counsel
Russell “Rusty” McGranahan’s career spans nearly 30 years at several top companies — including Focus Financial Partners and BlackRock — as well as two major law firms: Skadden, Arps, and White & Case. He graduated from Yale Law School with a J.D. and from the Catholic University of America, summa cum laude, with a B.A., double majoring in economics and politics.
“We have a tremendous opportunity to advance the core mission of GSA, and the legal team will be instrumental in making it happen,” McGranahan said. “A key part of this Administration’s mandate rests on the core mission of GSA — helping the federal government improve its efficiency.”
