MRO and JanSan Category Management Solutions Named Best-in-Class Vehicles

The GSA Maintenance, Repair and Operations (MRO) and Janitorial and Sanitation (JanSan) category management contracts have been named “Best-in-Class” (BIC) vehicles. These solutions are part of the Industrial Products and Services as well as Facilities and Construction category solution set.
Best-in-Class is a contracting and acquisition designation used across government to denote contracts that meet rigorous category management performance criteria as defined by the Category Management Leadership Council, which is chaired by the Office of Management and Budget and includes representatives from the seven biggest buying agencies. The BIC designation recognizes these contracts as ‘good-for-government’ purchasing solutions which should be used by all agencies.
The BIC designations for MRO and JanSan strategic sourcing solutions are the result of efforts to streamline the acquisition of millions of related products. Procurement of these supplies was generally fragmented across the government.
To make the process easier for agencies to purchase MRO products, GSA awarded Blanket Purchase Agreements under the MRO strategic sourcing solution in March of 2014, and JanSan in July of 2014. Since their inception, MRO has seen $227 million in federal spend, with JanSan at $22.7 million. This has resulted in $46 million in cost savings for MRO and $6.9 million for JanSan in cost savings to the federal government.
Some key characteristics of the GSA MRO and JanSan strategic sourcing solutions:
- MRO and JanSan’s pricing was negotiated with additional aggregate tiered discounts based on the cumulative purchases from all participating federal agencies, adding to the cost savings.
- Transactional data reporting from vendors on a monthly basis enhances transparency and enables agencies to better manage expenditures and measure cost savings.
- MRO and JanSan products offered meet required federal regulatory requirements, including offering equipment and supplies that are compliant with AbilityOne sustainable product requirements, the Berry Amendment and Trade Agreement Act.
- Actively engaged cross-governmental commodity teams and closely managed industry partners create feedback channels to optimize the solution.
The BIC evaluation process was conducted with broad cross-governmental representation, with a mix of both leadership team and subject-matter experts.
