GSA has several Transportation programs to fit your agency’s needs. Each of these service offerings are linked below. GSA will perform on-demand, assisted acquisition support on behalf of the agency, if needed. For more help please reach out to transportation.programs@gsa.gov.
Freight Management Branch
The Freight Management Program provides worldwide freight shipping services and rate management services for federal agencies. It is a tender based program which allows for no commitment, and is provided at no cost to your agency. The FMP services 48 bureaus within 22 Federal Civilian agencies across 174 shipping locations and maintains a roster of over 1,000 Transportation Service Providers (TSPs).
Transportation and Logistics Services
GSA offers Transportation and Logistics products and services that will help you meet your mission-related goals. Pre-qualified contractors stand ready to assist government buyers. These products are available under GSA’s Multiple Award Schedule, and are listed by their Special Item Numbers (SINs).
TMSS 2.0
TMSS 2.0 is GSA’s transportation management system for freight shipping. TMSS 2.0 an integrated execution solution, providing streamlined transportation management services. It allows users to manage the entire transportation process easily, and allows TSPs to review and confirm freight requests. TSPs can also submit bids for route-specific rate offers.
Assisted Acquisition Services (AAS)
Not sure where to begin? GSA’s experienced Transportation team is available to help. Transportation professionals work on behalf of the requesting agency to provide customized support and “end to end” transportation services. These include:
Execute a Request For Offers (RFO) for approved Transportation Service Providers (TSPs) to obtain rates and capabilities.
Provide transportation industry experience and expertise, from development through completion.
Traveler reimbursement is based on the location of the work activities and not the accommodations,
unless lodging is not available at the work activity, then the agency may authorize the rate where
lodging is obtained.
Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely
surrounded by, the corporate limits of the key city, including independent entities located within
those boundaries."
Per diem localities with county definitions shall include"all locations within, or entirely
surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties,
including independent entities located within the boundaries of the key city and the listed counties
(unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is
located partially within more than one city or county boundary, the applicable per diem rate for the
entire installation or facility is the higher of the rates which apply to the cities and / or counties,
even though part(s) of such activities may be located outside the defined per diem locality.
