GSA ORDER
SUBJECT: Clarification of Delegation Authorities
1. Purpose. This Order clarifies the delegation of authorities to the FAS and PBS Deputy Commissioners.
2. Cancellation. None.
3. Delegation of Authority. The following is issued to clarify the purpose and intent regarding GSA Order ADM O 5440.669 issued on April 24, 2014. That Order, among other things, changed the reporting relationships of the FAS and PBS Regional Commissioners from the Regional Administrators to the FAS and PBS Deputy Commissioners. Paragraph 4.a.2. of that Order provided that the Deputy Commissioners are responsible for delegating appropriate program, technical, and human capital authorities to the respective FAS and PBS Regional Commissioner in each region. The intent in directly providing the Deputy Commissioners with this responsibility was to also provide them with the underlying program, technical, and human capital authorities in order that they may be so delegated to the Regional Commissioners.
By way of this Order, I direct that paragraph 4.a.2. of GSA Order ADM O 5440.669 is amended to read as follows:
''The Deputy Commissioners of FAS and PBS are delegated program, technical, and human capital authorities with respect to their Services, and are responsible for delegating appropriate program, technical, and human capital authorities to the respective FAS and PBS Regional Commissioner in each region."
To the extent any delegations have been made from the Deputy Commissioners to Regional Commissioners pursuant to the 4/24/2014 version of paragraph 4.a.2. of GSA Order ADM 0 5440.669, I ratify the validity of such delegations.
4. Implementing actions.
a. The changes outlined in this Order become effective upon signature.
b. The GSA Delegations of Authority Manual will be updated at a later date.
c. The Chief Administrative Services Officer may cancel this order, in consultation with the Chief Human Capital Officer, upon publication of a superseding directive that cancels it in accordance with OAS P 1832.1.
