GSA ORDER

 

SUBJECT:  GSA Delegations of Authority Manual (Chapter 5 - Public Buildings Service)

1.  Purpose. This Order revises Section I (3)(p), Limitations Part 2 and Part 3 in Chapter 5, Public Buildings Service (PBS) of the U.S. General Services Administration (GSA) Delegations of Authority Manual.

2.  Cancellations. This Order cancels and supersedes the limitations in part 2 and part 3 of paragraph p of subsection 3 (Management and operation) of subpart I (Core Business Authorities) of chapter 5 of the GSA Delegations of Authority Manual, GSA Order PBS 5450.2 (August 5, 2020).

3.  Background. The GSA Delegations of Authority Manual previously limited the authority of the PBS Regional Commissioners to provide special services not included in Rent on a reimbursable basis to repair and alteration projects for which the estimated maximum cost did not exceed the prospectus threshold.  This revision removes the prospectus threshold limitation on the PBS Regional Commissioners’ delegated authority with respect to all reimbursable repair and alteration projects, except: (i) where a project affects buildings in more than one region or (ii) where a project is to be performed under 40 U.S.C. § 583 or 31 U.S.C. § 1535 (i.e., the Economy Act) and the estimated maximum cost of the project exceeds $1,000,000. The revision also adds an additional limitation to the delegated authority of the Assistant Commissioners for Facilities Management, Project Delivery and Leasing and the Regional Commissioners by restricting their authority to re-delegate authority to accept reimbursable work authorizations for projects in excess of the prospectus threshold, unless they are on leave and appoint someone to act on their behalf.

4.  Delegation of Authority. Parts 1, 2 and 3 of chapter 5 of the GSA Delegations of Authority Manual contain the delegations of authority from (i) the Administrator to the Commissioner and Deputy Commissioner, PBS, (ii) the Commissioner, PBS, to the Assistant Commissioners and the Chief Architect and (iii) the Deputy Commissioner, PBS, to the PBS Regional Commissioners, respectively.  I hereby delegate the authorities contained in the attached subsection 3 (Management and operation), paragraph p, part 2 and part 3, limitations, of chapter 5, subpart I (Core Business Authorities) of the GSA Delegations of Authority Manual to the Assistant Commissioners for Facilities Management, Project Delivery and Leasing and to the Regional Commissioners.
