GSA ORDER
SUBJECT: NCR Participation in Business Improvement Districts
1. Purpose. This Directive provides guidance on the procedures PBS NCR will use when deciding whether to participate in Business Improvement Districts (BID).
2. Background. The BIDs provide services around the commercial and office buildings throughout NCR, as well as the public spaces that surround them. Most of their services fall outside the typical scope of Government service contracts and include: “Safe and Clean” initiatives affecting public landscaping, trash, streets, city infrastructure maintenance and cleaning, close coordination with the local applicable regulatory agencies like the departments of transportation, public works, etc., and many nonprofit entities. They provide community outreach, outdoor space enhancements, and homeless services.
3. Scope and Applicability. This Order applies to all GSA, PBS, NCR Offices that procure and administer BID service contracts. This Order does not apply to the Office of Inspector General or the Civilian Board of Contract Appeals.
