GSA DELEGATION OF AUTHORITY
SUBJECT: Delegation of Disciplinary Authority for Non-Compliance with COVID-19 Vaccine Mandate
- Purpose. This directive announces a delegation of authority to the GSA Chief Human Capital Officer (CHCO) to take disciplinary action against GSA employees who fail to receive the COVID-19 vaccination and/or provide required proof of vaccination.
- Cancellation. None.
3. Background. GSA Order ADM 5450.39D CHGE 1, Chapter 2, January 19, 2021, delegates authority to take disciplinary action to Executives in the Office of the Administrator, Heads of Services and Staff Offices, and the Regional Administrators. To protect the health and safety of the Federal workforce and to promote the efficiency of the civil service, the President issued Executive Order (E.O.) 14043, requiring all Federal employees without a legally required exception to be fully vaccinated against COVID-19. Employees who are on maximum telework or working remotely are not excused from this requirement, including because employees working offsite may interact with the public as part of their duties and agencies may need to recall employees who are on maximum telework or working remotely.
