GSA ORDER
SUBJECT: Government Furnished Information Technology (IT) Equipment for Use Outside GSA Agency Worksites
1. Purpose. This directive sets forth the policy for supplying GSA-furnished or GSA-purchased IT equipment and services for use by employees working at locations other than GSA Agency worksites.
2. Background. This directive is being updated due to the significant increase in the number of remote workers and teleworkers. This directive specifies the equipment the Agency can make available to remote workers and teleworkers. Discussion of Office of Administrative Services (OAS) waivers for obtaining GSA issued print output devices and internet connections has been removed. References to returning Agency supplied personal printers have also been removed.
3. Scope and Applicability. The provisions of this directive apply to all GSA Services, Staff Offices, Regions, and GSA employees. Implementation of this directive with respect to employees represented by a labor organization is contingent upon completion of appropriate labor relations obligations.
This policy does not apply to:
a. The Office of Inspector General, the Civilian Board of Contract Appeals, or contractors or their employees.
b. Government furnished or purchased equipment or services provided to employees as the result of approved reasonable accommodation requests. Employees who require equipment as a reasonable accommodation must contact their reasonable accommodation coordinator in the Office of Human Resources Management or their supervisor for assistance.
c. Labor organizations for use in their union offices, for representational purposes, or as a result of a negotiated agreement.
4. Cancelation. This order cancels and supersedes GSA Order OAS P 9900.1, Government Furnished Equipment for Use Outside GSA Agency Worksites.
5. Revisions. Due to changes in telework policy defining remote workers, the Agency is equipping remote and telework workers with additional IT equipment.
a. This directive was revised to specify the IT equipment the Agency can make available to remote workers and teleworkers.
b. This revision clarifies policy regarding personal printers.
c. Discussion of OAS waivers for obtaining GSA issued print output devices and internet connections has been removed. References to returning Agency supplied personal printers have also been removed.
6. Policy.
a. The limitations on personal use of agency office IT equipment, to include computers, software, printers, telephones, and telecommunication equipment, per GSA Order ADM 7800.11A is incorporated under this order to apply to government furnished equipment.
b. The following definitions of “official worksite,” “agency worksite,” and “remote worker, ” are as defined by HRM 6040.1B, GSA Telework and Remote Work Policy.
(1) The official worksite/duty station is the location where the employee regularly performs their official work duties. (See further 5 CFR 531.605)
(2) The agency worksite is the regular worksite associated with the employee’s position of record; the physical address or place where the employee would work if not teleworking. The agency worksite is generally considered a centralized location of an employee’s assigned organization.
(3) A remote worker is an employee who teleworks on a full-time basis and does not report to the agency worksite at least two times a pay period on a regular and recurring basis (e.g., employee works from home full-time). A remote worker’s official worksite/duty station is an appropriate alternative worksite, typically the employee’s home.
c. GSA may issue one computer laptop, mobile phone, tablet, monitor, headset, mouse, USB hub or docking station, keyboard, and required supporting cables to employees when necessary to fulfill position responsibilities and are used for official business outside agency worksites.
d. In rare circumstances, with approval of the HSSO and concurrence from GSA IT, personal printers may be issued to employees who work outside agency worksites when job duties require printing hard copies at a regular frequency. For example, printing vehicle titles, retirement documents, and documents requiring a “wet” signature rather than a digital signature. The requirement for hard copies must be dictated by job duties. The expense of providing toner and other consumables related to the operation of the printer will be the fiscal and managerial responsibility of the HSSO’s office.
Employees who require significant numbers of hard copies may utilize the GPO Express program in lieu of a GSA-issued printer while working offsite.
e. For employees who have a GSA-issued printer, the employee will be responsible for following records management guidelines for any documents printed, including proper storage and destruction of Personal Identifiable Information (PII).
f. All Federal regulations regarding Government personal property apply regardless of the location where the property is used. GSA IT will inventory, track, and dispose of Government furnished equipment as applicable.
g. GSA will not provide other equipment or services, beyond the equipment referenced in 6c., above, for use by employees working at locations other than GSA agency worksites. Exceptions to the list of equipment and services may be made by the HSSO with the concurrence of GSA IT. Requests for printer waivers will now follow the existing Service Catalog Non-Standard IT Equipment Waiver request process. See OAS 1860.1, Print Management Policies and Practices.
h. As set forth in GSA Workforce Mobility and Telework Policy, HRM 6040.1B, teleworkers and remote employees whose positions require access to GSA electronic files or business applications are expected to provide their own internet service or use the service provided at a GSA agency worksite.
