GSA ORDER
SUBJECT: Greater Southwest Acquisition Council
1. Purpose. This order establishes the Greater Southwest Regional Acquisition Council. The purpose of the Council is to provide oversight of regional acquisition programs.
2. Background. This Order revises the structure and procedures of the Regional Acquisition Council.
3. Scope and Applicability. This Order applies to Greater Southwest regional acquisition officials.
4. Cancellation. This Order cancels and supersedes GSA Order 7ADM 2851.6 CHGE 1.
5. Summary of Changes. The Regional Contracting Officer Warrant Board is replaced with a board for each Regional Service with members appointed by the regional commissioner/head of contracting activity for the respective Regional Service. The joint Regional Acquisition Council remains in place.
6. Authority. The Regional Administrator serves as the convening official for the Regional Acquisition Council as described in GSA Order ADM D 5450.165, Change in Delegation and Reporting Authority of the Regional Administrators, dated April 24, 2014. The regional Heads of Contracting Activity (HCA) are responsible for establishing procedures for administering the Contracting Officer's Warrant Program in accordance with GSAM 501.603-1(c)(3)(ii).
7. Acquisition Council.
a. Objectives. The Acquisition Council has four main objectives:
(1) Maintain Strong Internal Controls. Ensure strategies are in place to support positive reviews including procurement management reviews, Inspector General reviews, and other reviews as directed by the HCA.
(2) Maximize Small Business. Promote achievement of small business, other socio economic goals, and key acquisition metrics through close collaboration with the Office of Small and Disadvantaged Business Utilization, the Regional Small Business Technical Advisor, and the vendor community.
(3) Human Capital Assessment Management. Ensure regional acquisition workforce members staff are properly certified through the Federal Acquisition Certification program; ensure that regional acquisition workforce are registered and using the Federal Acquisition Institute Training Application System; provide resources for regional procurement of acquisition training; and engage in succession planning.
(4) Best Practices and Acquisition Strategy. Capture best practices and implement strategies to ensure regional procurements are efficient and effective in delivering better value and savings that meet customer needs, at fair prices, in compliance with regulations.
b. Composition of the Acquisition Council. Council members include the Regional Administrator, Regional Counsel, Federal Acquisition Service (FAS) Regional Commissioner, Public Buildings Service (PBS) Regional Commissioner and Deputy Regional Commissioner; PBS Directors of Acquisition Management Division and Leasing Division; FAS Directors of Assisted Acquisition Service; Greater Southwest Supply and Acquisition Center; FAS and PBS Competition Advocates; regional Contracting Officer Warrant Board (COWB) chairpersons; and others upon invitation of the Regional Administrator and Regional Commissioners. The Acquisition Council lead will rotate between the regional FAS and PBS COWB chairpersons at the beginning of each fiscal year.
c. Meetings. Acquisition Council meetings will be held bi-monthly.
