Domestic Violence, Sexual Assault, and Stalking (DVSAS)

1. Purpose

This order provides GSA’s policy and procedures for addressing domestic violence, sexual assault, and stalking in the workplace.

2. Background

On June 25, 2021, President Biden signed Executive Order 14035, Diversity, Equity, Inclusion, and Accessibility in the Federal Workforce (Executive Order). This Executive Order launched a whole-of-government Diversity, Equity, Inclusion, and Accessibility (DEIA) initiative, in which maintaining Safe Federal Workplaces is a priority.  To fulfill the goal of maintaining Safe Workplaces, agencies were tasked with creating a framework to support employees who have experienced domestic violence, sexual assault, or stalking.
