Termination of Climate Policies and Directives at GSA in accordance with Presidential Directives.

Purpose:

The President issued the following Executive Orders on January 20th, 2025:

  • Unleashing American Energy (Jan. 20, 2025)
  • Initial Rescissions of Harmful Executive Orders and Actions (Jan. 20, 2025)

Based upon these Presidential Directives, the U.S. General Services Administration has determined the listed GSA climate and sustainability-related policy directives, guidance and plans are superseded in accordance with the below instructions:

  • PBS 5605.1A- Electric Vehicle Supply Equipment Order Public Buildings Service
  • Acquisition Letter MV-2023-06 Office of Governmentwide Policy
  • Notice of Inquiry Regarding Sustainable Leasing Office of Governmentwide Policy
  • PBS 1099.1 Order- Safeguarding Assets Office of Governmentwide Policy

Applicability:

All HSSOs are hereby instructed to (1) review all operations to ensure implementation of this Memorandum to the fullest extent possible; and (2) provide Mehul Parekh with a list of any additional policy directives, guidance, or plans that should be considered for rescission.

Revision:

The following orders is to be revised, effective immediately:

● PBS 5605.1A- Electric Vehicle Supply Equipment Order, which provides guidance on Electric Vehicle Supply Equipment (EVSE) infrastructure at federally-owned facilities.

Cancellation:

The following orders are hereby cancelled, effective immediately:

  • Acquisition Letter MV-2023-06, Lessor Reporting Green Building Efficiency which provides guidance related to requiring GSA lessor reporting of energy consumption, greenhouse gas emissions, and water usage for GSA leases.
  • Notice of Inquiry Regarding Sustainable Leasing, which requested comments to help GSA explore solutions toward achieving higher sustainability standards in federally leased locations.
  • PBS 1099.1 Order- Safeguarding Assets, which supports the development of a coordinated risk management approach to secure and safeguard GSA-controlled public assets.
