Termination of Climate Policies and Directives, 1100.1 – GSA response to Climate Change and FAC Review guidance, in accordance with Presidential Directives

Purpose:

The President issued the following Executive Orders on January 20, 2025:

• Unleashing American Energy (Jan. 20, 2025)
• Initial Rescissions of Harmful Executive Orders and Actions (Jan. 20, 2025)

Based upon these Presidential Directives, the U.S. General Services Administration (GSA) has determined the listed GSA climate- and sustainability-related policy directives, guidance, and plans are superseded in accordance with the below instructions:

• 1100.1 ADM Prioritizing GSA Response to the Climate Crisis Office of the Administrator
• FAS Acquisition Council (FAC) Review Guidance (climate) Federal Acquisition Service

Applicability:

All HSSOs are hereby instructed to (1) review all operations to ensure implementation of this Memorandum to the fullest extent possible; and (2) provide Mehul Parekh with a list of any additional policy directives, guidance, or plans that should be considered for rescission by this Friday, January 31, 2025. This will be an ongoing process until all policy directives, guidance, or plans are reviewed and considered.

Cancellation:

The following orders are hereby cancelled, effective immediately:

• 1100.1ADM – Prioritizing GSA Response to the Climate Crisis, which provides an implementation framework for GSA’s response to the ongoing climate crisis.
• FAS Acquisition Council (FAC) Review Guidance (climate), which outlines the sustainable and climate-related requirements in the FAC review process.
