1.  Purpose.   This order announces changes in the Office of the Deputy Administrator and reaffirms the designation of the Chief Operating Officer.

2.  Background.  To strengthen the agency’s ability to meet its mission and goals the Administrator has decided to make changes to organizational reporting in order to reinforce the role of the Chief Operating Officer.
