GSA DELEGATION OF AUTHORITY

 

SUBJECT:  Change in GSA Delegation of Authority 

1.  Purpose. This directive announces changes in the delegation of contracting authority and the delegation of the Head of Contracting Activity (HCA) authority. 

2.  Cancellation.  ADM D 5450.168, dated April 24, 2014, is cancelled. 

3.  Background. The authority to act as HCA includes the authority and responsibility for making determinations and decisions required under Title III of the Federal Property and Administrative Services Act of 1949, as amended or other statutes in connection with the procurement of property and services. 

4.  Delegation of authority

     a.  The Senior Procurement Executive (SPE) is authorized to re-delegate HCA and/or contracting authority to the following:

          (1)  The Commissioner and Deputy Commissioner of FAS; 

          (2)  The Commissioner and Deputy Commissioner of PBS; 

          (3)  The Commissioner and Deputy Commissioner of TTS; and 

          (4)  The Chief Administrative Services Officer. 

     b.  Limitations on re-delegation of contracting authority.  The Commissioner and Deputy Commissioner of FAS and the Commissioner and Deputy Commissioner of PBS, may re-delegate contracting authority one level, after consultation with the SPE.   The TTS Commissioner and Deputy Commissioner, and the Chief Administrative Services Officer may not re-delegate contracting authority. 

     c.  Limitations on re-delegation of HCA authority.  The FAS Commissioner, the FAS Deputy Commissioner, the PBS Commissioner, and the PBS Deputy Commissioner may re-delegate HCA authority one level, after consultation with the SPE.  The TTS Commissioner and Deputy Commissioner, and the Chief Administrative Services Officer may not re-delegate HCA authority.  Re-delegation shall be in writing and shall be provided to the Senior Procurement Executive. 

5.  Implementing actions

     a.  The changes outlined in this Delegation of Authority become effective upon signature. 

     b.  The Chief Acquisition Officer and Senior Procurement Executive, in conjunction with the appropriate officials, will take the actions necessary to implement this Delegation of Authority. 

     c.  The changes cited in this Delegation must be incorporated concurrently in the General Services Administration Acquisition Regulation (GSAR) or General Services Administration Acquisition Manual (GSAM) as applicable, e.g., definition of HCA at GSAR 502.101.
