Delegation of Authority (Region 3)

 

1.  Purpose. This order delegates certain authority to Regional officials to implement revisions to the General Services Acquisition Manual (GSAM) related to decisionmaking for agency officials serving as Head of Contracting Activity (HCA). 

2.  Background. GSA Order ADP 2800.12B Change 38, dated August 7, 2009, transmitted a revision to the GSAM at Subpart 502.101. Based upon organizational changes within the GSA Services, the GSAM definition for HCA was revised. Authority to serve as HCA was previously delegated to Heads of Services and Staff Offices and Regional Administrators, allowing further limited delegation to lower levels within their organizations with limitations. The GSA Order established new HCA authorities reflecting the organizational changes.
