Superior Qualifications and Special Needs Pay Setting Authority

1.  Purpose.

This Order issues and transmits GSA policy governing the use of the Superior Qualifications and Special Needs Pay Setting Authority (SQA).

2.  Background.

GSA Administrator memorandum dated April 15, 2012, required that all requests to use the SQA receive the joint approval of the Chief Human Capital Officer  (CHCO) and Chief Financial Officer (CFO).  This directive implements the revised delegation of authority, in addition to making revisions noted below.
