GSA Awards Contract for Ashley Courthouse Project
CHICAGO — The U.S. General Services Administration announced that it selected the Whiting-Turner Construction Company for the Bridging Design-Build services contract at the James M. Ashley and Thomas W.L. Ashley U.S. Courthouse annex construction and renovation project in Toledo, Ohio. The project will construct a courthouse annex and make significant improvements to the existing courthouse.

“The project at the Ashley U.S. Courthouse is an example of GSA’s commitment to our historic buildings, and the American people who work in and visit the courthouse. Through this important investment in the courthouse, GSA will expand and modernize an iconic asset on Toledo’s Civic Center Mall to best meet the needs of the Judiciary.”
Project Details:
- Whiting-Turner Construction Company, in partnership with Bialosky Cleveland and William Rawn Associates, Architects, Inc., will provide Bridging Design-Build services for the Ashley U.S. Courthouse construction and renovation project.
- The total project award is $85,535,000, and includes design and construction services.
- The project will construct an annex for the Ashley U.S. Courthouse. The project also includes upgrades to mechanical, electrical, plumbing, and life safety systems, elevator replacement, accessibility upgrades, tenant improvements, façade repairs, and roof replacement for the existing courthouse.
- GSA anticipates that construction of the annex will be complete in 2023, and the renovation of and upgrades to the existing courthouse will be complete in 2024.
