GSA Awards $44.5 Million Contract for Madawaska Land Port of Entry (LPOE) to North Billerica, Mass. Company
BOSTON – The U.S. General Services Administration (GSA) today announced the awarding of a $44,507,000 contract for the design and construction of a new state-of-the-art Land Port of Entry (LPOE) in Madawaska, Maine, to a Massachusetts-based small business. Also accepted but not yet awarded is an optional line item for a new commercial inspection building for an additional $5,400,000.
J&J Contractors, Inc., a small business based in North Billerica, Massachusetts, was awarded the contract following a Design Build Solicitation in October 2020.
The LPOE project, happening concurrently with the International Bridge project, is intended to provide the residents of Madawaska, Maine; Edmundston, New Brunswick; and the entire region, a long-term, safe and efficient flow of current and projected traffic volumes, including the movement of goods and people between the neighboring communities.
As one of the four main priorities of the Biden-Harris Administration, GSA will play a key role in tackling climate change by taking immediate action to address the crisis. The new land port of entry will support that effort, with a goal of being LEED Gold certified, Sites Silver certified and meeting energy reduction targets, and the Guiding Principles per the 2018 PBS P100 Facilities Standards for the Public Buildings Service.
“GSA is committed to completing this new Land Port of Entry on time, on budget, and simultaneously with the new Madawaska-Edmundston International Bridge for the benefit of the people of Maine,” Glenn Rotondo, Acting Regional Administrator for GSA’s New England Region, said. “The contract award is a critical step forward in this effort.”
Estimated completion for the project is late 2023.
The project is a joint effort between state, local and federal agencies as well as Canadian officials, including Maine Department of Transportation (MaineDOT) New Brunswick Department of Transportation and Infrastructure (NBDTI), U.S. Customs and Border Protection (CBP), Canada Border Services Agency (CBSA), Public Services and Procurement Canada (PSPC), U.S. General Services Administration (GSA), Federal Highway Administration (FHWA) and the U.S. Coast Guard (USCG). The municipalities of Madawaska, Maine, and Edmundston, New Brunswick, are also key stakeholders.
