GSA releases time-lapse video to mark ‘topping-out’ on new Des Moines U.S. Courthouse
DES MOINES, Iowa — The U.S. General Services Administration released today a time-lapse video of the construction progress on the $136.6 million new U.S. Courthouse at 101 Locust St.
Project timeline
- May 2019: Design concept approved.
- August 2019: Groundbreaking ceremony.
- July 2021: Topping-out marked with concrete pour on roof deck.
- Late 2022: Construction completion and occupancy.
- Early 2023: New federal courthouse expected to open.
The courthouse will provide nine courtrooms plus offices and workspace for:
- The Southern District of Iowa Judiciary.
- Southern District of Iowa Bankruptcy.
- U.S. Probation and Pretrial Services.
- U.S. Marshals Service.
- Eighth Circuit Court of Appeals, including a satellite library.
- GSA building management.
- Trial preparation space for the Federal Public Defenders and the U.S. Attorneys.

We see the shape that we worked so hard to achieve with the design team. We look forward to seeing the building clad and transforming it to a place that serves the needs of the citizens of Iowa and elsewhere for many decades to come. We cannot wait to see the finished project,” he said.
Ryan Companies US, Inc. of Minneapolis, Minnesota, leads construction on the project. Mack Scogin Merrill Elam Architects is the lead designer, and Neumann Monson Architects serves as architect of record. Jacobs is the construction manager.
Project details
- Construction on the project is currently about 30% complete.
- Working with the federal Judiciary, the design will satisfy the housing needs of the Southern District of Iowa in a secure and cost-efficient manner.
- The finished project will save millions in taxpayer-funded lease costs as tenants are relocated from a leased Courthouse Annex at 110 E. Court Ave.
- Thus far, over $109.7 million has been invested in the project.
- Analysis of project need and site selection was completed in 2018 with the Final Environmental Assessment [PDF - 10 MB] and purchase agreement.
- Congress appropriated funds for a new Des Moines U.S. Courthouse with fiscal year 2016 appropriations.
